The Regional Co-ordination Unit (RCU) had four key aims: better co-ordination of area-based initiatives; greater involvement of the Government Offices (GOs) in policy making; making the GOs the key representatives of Government in the regions; and establishing the RCU as the unified head office for the GOs.
The strategy to achieve the aims was to secure better and more systematic involvement of the GOs by Departments when developing policies with local or regional impact; extend the number of Departments participating in the GO network; ensure Departments bring forward new policies in a co-ordinated way and clarify the relationships between the GOs, Regional Development Agencies and Regional Chambers.
The RCU also had branches dealing with IT, Records Management, Pay, Finance and Corporate Communications (this branch was tasked with raising the profile of the GOs and included a Business Co-ordination unit whose task was to improve access to Government Ministers for the Business and Voluntary Sectors in the Regions), and Personnel matters within the GO network as well as a Secretariat.
