Folios 400-401: Isaac Tolley, HMS Sally, Shields.
Has received his commission and news of the appointment of of R. Henry Flexter as lieutenant, but asks that the Ordnance Board be pushed to supply missing items and states that he has not received a copy of the contract between the Navy Board and the owners of the Sally. He does not know exactly what he should have. No surgeon has been appointed.
