Folios 337-338: Josiah Wittman, HMS Suffisante, Plymouth. Informs their Lordships that Coutts of the Alarm has [deviously] bided his time and is now proceeding with his prosecution [for unlawful arrest]. He restates his reasons for arresting Coutts and encloses an affidavit from Richard Templar, the officer Wittman was protecting.
Folios 339-340: enclosure with folios 337-338. Affidavit dated 23 January 1797 of Lieutenant Richard Templar, sworn before Arthur Holdsworth, Mayor of Dartmouth and Justice of the Peace. Gives details of the threats and assaults made by William Curtis [Coutts], Mate of the Revenue Cutter Alarm.
