Folios 220-221: Isaac Wolley, York. Acknowledges his instructions to be employed to regulate the admission of men to the Navy in York and surrounding country. States that when Lieutenant Philip Pearce arrives to assist he will be sent with a party of men to Hull and has written to the Regulating Officer there to ask if he can send a vessel to collect them. otherwise they will be marched there. Asks, in order to establish a better rendezvous for Lieutenant Pearce, to what extent is York and surrounding country and at present he will regulate all men brought to him from any part of the city. Reports that there is no Surgeon and has asked local officers to procure certificates from local surgeons that the men are fit to enrol. Also requests the appointment of Non Commissioned or Petty Officers to assist in carrying the men to their billets and keeping them together on the roads when travelling and preventing them from deserting. Asks if he has the authority to appoint such men and on what pay.
