Refers to Colonel McGinnes who has heard from the Commanding Officer of troops at Waterford that there are [?] at that port ready for embarkation. Confirms when winds permit will proceed with the Transports to Waterford, as understands there are no troops to embark at Kinsale, and then carry out the remainder of the Admiralty orders.
