Having reason to know that the Commander in Chief has promoted Lieutenant [Joseph?] Cockran on HMS Junon to Command HMS Dotterel [Doterel], it is my instruction to place this officer in Command of HMS Penelope, when he has returned from Ontario, to take her to Halifax or until another officer is appointed.
