Folios 195-196: Clotworthy Upton, HMS Zephyr, Woolwich. He reports that, in accordance with his orders, all stores have been unloaded and all men and officers having been sent to The Nore with the exception of a few petty officers and seamen. He acknowledges that the next step was to take the vessel out of commission but he did not have suffient stores on board to victual the men remaining on board until that was done. So he has kept the penance flying and will do so until he receives further instructions. If none arrive he will discharge the remaining men to the hospital ship Matilda.
