Claims he is sure that a man called Thomas Nugent, newly recruited for the Navy under the Quota Act is in fact a Thomas Rafferty who once served on the Acteon and must be a deserter. Should he treat him as a deserter and the magistrates filling the quota be informed they are a man short?
