Folios 239-240: Thomas Fife, HMS Cadmus, Downs.
Discusses the case of Lieutenant James Clark who wrote to the Admiralty expressing deep unhappiness which prevents him from performing his duties. Fife reports an incident when Clark sent stores to the ship with not even a Warrant Officer in charge and his failures on other occasions.
