Folios 224-225: Nicholas Tomlinson, (Port Captain), Witham, Essex. Having had the honour to submit a plan to a former Board of Admiralty for conducting Fire Ships in actual service, it was adopted and he was appointed to command those attached to the Walcheren Expedition, and from the knowledge he has acquired of the navigation of the Scheldt, Particularly it's entrance, in his opinion that the French Fleet may be successfully attached with explosion vessels and Fire Ships. [Total of 4 sides with details of how this could take place].
