Folios 91-92: Sandford Tatham, Greenock. Covering letter enclosing a letter from Robert Morris, Lieutenant and explains in detail the problems Morris and other officers of the Impress Service are facing impressing seamen for the Navy and asks for soldiers to be sent to support them as well as the provision of an additional Cutter or Brig. Estimates that while annually at least 10000 seamen pass through the area, calculated on the tonnage of shipping entered and cleared, only 65 men have been raised by Theophilus Tyre, Lieutenant, in the period 1 January 1806 to 30 September 1806. Mentions that Theophilus Tyre is now of a broken constitution and he needs robust men to enforce the Impress Service who do not live locally and would not be exposed to"any disagreeable consequences" from their work. Requests a party of Marines, at the request of Robert Morris Lieutenant, for HMS Elizabeth to prevent Impressed man rising up against the Officers.
Folio 93: enclosure with folios 91-92. Admiralty note, 13 October 1806. Suggested response to Sandford Tatham that it would be to the advantage of the Navy if a greater portion of his time was employed in active execution of his duties and less in his correspondence.
Folios 94-95: enclosure with folios 91-92. Letter dated 1 October 1806 by Robert Morris, Lieutenant, HMS Elizabeth, Greenock, to Sandford Tatham. Describes how he was assaulted by a mob of seamen and residents of the town whilst on board the America, part of the West India convoy, while attempting to collect the wages and clothes of the men he had impressed from the ship. Says he will not be able to board similar vessels in Port Glasgow or Rothesey Bay as he has heard he will be attacked again.
