Folios 219-220: Fleetwood Broughton Reynolds Pellew, HMS Revolutionaire, off Genoa. Raises the problem of the size of the paper bills provided by the Navy Board for the use of naval officers and says that they incur much greater postage, and in consequence the consuls and merchants at foreign ports are unwilling to cash them. He has designed a new bill, which while incorporating all the elements of the old one is just one third the size. He suggests this will not only solve the problem but will save the expense of paper. Note on rear says to get the opinion of the Navy Board.
Folio 221: enclosure with folios 219-220. Captain Pellew's design for a new bill, one third the size of the current bil.
