Folios 180-181: Charles Phillips, no. 30 Albemarle Street. Covering letter explaining his plan for a better method of working the chain pumps on board ship, which he claims will enable a man to operate them for at least four times as long as with the present method. At what he refers to as a 'trifling' additional expense, not more than £15. Seems to involve use of the capstan. Admiralty note to refer the plans to the Navy Board for consideration.
