Folios 163-164: Fleetwood Reynolds Pellew, British Embassy, Constantinople. Despatched via Official Cover stated that Sir Robert Liston had been unable to arrange his departure or for any time in the future. A state of Rebellion in Albania turning into a war with a squadron of Frigates and smaller vessels conveying troops against the Turks who had Battleships outside the Dardanelles plus many other vessels.
Folios 165: enclosure with folios 163-164. Continuation of letter outlining state of events and news that the new American Commodore Bainbridge, on the Columbus in order to make a Treaty of Commerce.
