The Utilities Review Team (URT) was a standalone team established in 1997 with responsibility for the inter-departmental review of the regulation of the utilities industries including water, gas, electricity and telecoms. It was also responsible for drafting the resulting Utilities Bill. In the 1999 restructuring of the department's competition functions, URT merged with the Consumer Affairs and Competition Policy Directorate to form the Competition and Utilities Review Directorate. It gained an expanded team and remit that included the Review Co-ordination and Consumer Councils Section; Consumer Issues and Support Section; Regulators Section; and Better Regulation Section.
