Folios 509-510: John Tower. [no address given]. Reports on the condition of Le Havre when he left on 5 March. Notes there are few troops and they are indisciplined. A frigate is under construction but no other ships of war seen. There were about 30 merchant ships of different nationalities. Town well stocked and merchants not willing to send anything to the Interior.
