Folios 245-246: William Taylor, Greenwich.
Asked for an opinion of Joachim Picard, a French pilot, he states that he served under him on HMS Magnanine from March 15 1799- February 12 1800. He had good general knowledge of the coast but they were never were in the passages near Brest so cannot really comment on his skill.
