Folios 453-454: William James Turquand, HMS Railleur, Portland Roads. Reports he saw the convoy safe into the Downs on 1 April 1800 as ordered by Admiral Robert Brice Kingsmill. At daylight on 2 April 1800, off Dungeness he saw a lugger which he suspected to be an enemy cruiser but after chase of six hours, she was found to be the Speedwell, a smuggling lugger from Guernsey laden with spirits and tobacco. He has put into Portland Roads until the weather improves.
