Folios 604-605: Richard Purvis, Regulating Officer, Ipswich. The Owners of barges feel that the new regulations are hard on them so they are sending a letter. The Almon tender from Harwich has been sent to the Nore with 20 men.
Folio 606: enclosure with folios 604-605. Eleven named bargemen on the River Stour to Captain Purvis and Captain Collis, Regulating Officer Harwich. The way the government are measuring their barges is producing a far greater tonnage than the barges can hold. They state the rule the builders use to establish a tonnage. They do a detailed multiplication and long division sum to show the differences between two methods.
