Having according to your desire applied to Lord Howe for a second Lieutenant junior to any sailing and having again repeated the application, he is informed the ? are sent to the Admiralty Board & that he had better write your Lordships what has occasioned my trouble you on this subject once more, and as his Third Lieutenant is sick and the business of ? frigate requires a general attention of every officer, he is to request you will be pleased to appoint a second Lieutenant as soon as possible
