Letter from 1st Earl Harcourt to Lord Viscount Weymouth referring to the proclamation published in Ireland on 1 March for granting His Majesty's pardon to all deserters surrendering before 10 April, and noting its limited success owing in part to the limited time in which deserters could be made aware of and take advantage of it. Seeks orders as to measures to be taken with regard to the large number of deserters still spread throughout Ireland, many of whom have sent messages indicating that they would return to their duty if they could be assured that His Majesty's mercy would be extended to them.
