Folios 516-517: James Keith Shepard, Regulating Officer, Gravened. Assuring him that the measures he has taken to carry out the service required in the secret letter of 22 August 1812 are not of a nature to attract any publicity or cause suspicion. The vessel has not arrived and the ordinary duties of the day are sufficient opportunity to keep the required lookout without appearing that there is anything unusual taking place.
