Folios 97-98: James Keith Shepard, Regulating Officer, Gravesend. Reports that the River Pilots and Trinity House have given him no material cause for concern since the by-law restricting their movement below Cliff Creek has been enforced. Details his concerns regarding the Watermen and Boatmen with the Custom House Service whom he believes are assisting men in escaping the Impress. Cites John Martin, owner of the Chance, who had been impressed after being involved with Nathan, a Jew, assisting men to desert from HMS Pompee and taking them on board an Indiaman. Nathan was tried at Maidstone and sentenced to imprisonment while John Martin managed to secure a Protection while on board the Princess of Orange. Believes this, along with the Fishermen of Leigh, are the reason why fewer men are impressed at Gravesend. Asks for the Admiralty's authority to alter their conduct.
