Folios 268-269: James Keith Smith, Greenock. He responds to information requested about Israel Dowe, Benjamin Neice and John Douglas who claim they are Americans. Israel Dowe has a discharge from HMS Tonnant and local information suggest he is an Irishman. He thus can be impressed. Benjamin Niece is a negro from Barbados had purchased a protection from an American Consul, which if he had been an American should have been issued by an attorney. Captain Smith asserts that John Douglas, is a deserter and was impressed from HMS Alfred. He had a discharge that did not belong to him and an American pass which similarly did not appear to belong to him.
Folios 268-269: enclosure with folios 268-269. An unnumbered single page. Headed Certificate of Citizenship for Seamen. United States of America, numbered 521 and dated 2 October 1810. This attests that Israel Dows is a citizen of York County Massachusetts and is signed by Larkin Smith.
