Folios 236-237: Peter Spicer, Regulating Officer, Swansea. He refers to the matter of James Hyatt an impressed man who claims he is an American. He was impressed from The Commerce off Weymouth. He says many men pretend they are Americans to avoid the impress and so he is sceptical in this man's case particularly as the American Consul in Portsmouth has not confirmed the man's protection. Hyatt has only produced one document which is enclosed.
Folio 238: enclosure with folios 236-237. A document Number 240 signed by Enoch Sawyer and dated 1811 Jan 29 which certifies that James Hyatt is an American Seaman.
