The Homelessness and Housing Management Division (HHM) was created within the Department of the Environment in 1996 as a result of the amalgamation of the Homelessness Policy Division (HPD) with the Housing Management Policy (HMP). In 2003 the Division was renamed the Homelessness, Housing and Support Division.
