Appointment of General Dupont to Berlin. Blockade of the Baltic. Conditions in Germany. Money required by American Army, including bound cheques. Threat of Bolshevism in Germany. Relations with Poland, including a printed copy of Memorial upon the German City and the German District of Birnbaum in the Province of Posen.
