Representation of various countries at the Peace conference including India and British Dominions. Procedure of the Peace Conference. Determination of responsibility for the war and guarantees against its renewal. Allied policy in regard to Russia and Poland. International labour legislation. Financial and economic questions. Territorial questions. Organization of the League of Nations and the drafting of its Covenant. International ports, waterways, and railroads including the Danube, the Scheldt and the canal from Ghent to Ter Neuzen.
