Administrative / biographical background

The Commission on Devolution in Wales, also known as the Silk Commission, was established in October 2011 by Welsh Secretary Cheryl Gillian. It had the support of the Welsh Government and the three opposition parties in the National Assembly for Wales. The remit of the Commission was divided into two parts:

Financial accountability: to review the case for the devolution of fiscal powers to the National Assembly for Wales and to recommend a package of powers that would improve the financial accountability of the Assembly in line with the UK?s fiscal objectives and likely to have a wide degree of supportPowers of the National Assembly for Wales: to review its powers in the light of experience and to recommend modifications to the constitutional arrangements as they were at the time to enable the UK Parliament and the National Assembly for Wales to better serve the people of Wales

The Commission published two reports. The first report 'Empowerment and Responsibility: Financial powers to Strengthen Wales' was published on 19 November 2012. The second report was published in 2014. As a result of the Part I report, the UK Government introduced the Wales Act 2014 which bestowed a number of new financial powers on Wales, including taxation and borrowing powers.
