Explains why he has sent John Lampen Manley, Captain of HMS Badger to personally deliver to the Vice Admiral, Stuart's correspondence relating to the criticism of the Naval Force at Heligoland him personally as Commander.

Informs Hamilton that, as a result of a letter from Lord George Stuart of 2 August concerning the Chamber of Commerce, he has no alternative but to discontinue all future correspondence between the Merchant ships and Lord George Stuart as Commander of the Naval Force on Heligoland.

Details their difference of opinion over the role and function of the Chamber of Commerce and if Lord George Stuart does not recognise the legitimacy of the Chamber of Commerce to represent the merchant ships of Heligoland, then there should no further correspondence between them.

Responding to Ellerman's letter of 1 August 1810, clarifies that HMS Patriot did not sail due to a mistake in the orders and he was not informed that the convoy was ready to depart. HMS Blazer was despatched instead but found that the convoy would not be ready until 2 August. Outlines his role as the Naval Officer commanding Heligoland Station and clarifies from whom he takes his orders.

Seeks clarification of the orders to HMS Patriot which was supposed to sail with the Merchant ships to the Weser but claims that no order has yet been received to sail. States that requests from Merchant ships, represented by the Chamber of Commerce, should be given priority over individual applications.

Request for protection to merchant trade in the River Weser from the Royal Navy. Signatories include George Armitstead, Archibald Macnab, Charles Peacock, A C Bone, John Lyme, Samuel Machea, John Anderson and John Leader.
Folios 286-287: enclosure with folios 258-259. Lord George Stuart, HMS Aimable, 29 July 1810 to A E Ellerman, President of Chamber of Commerce. Responds to request for protection in the River Weser explaining the largest force is kept in the rivers thought to be the most essential and due to the length of the coast he is required to protect without splitting the squadron, it results in some areas being unguarded. However, HMS Blazer will resume her former station on the Weser and in the meantime will order HMS Patriot to take any convoy ready to sail and remain there until HMS Blazer arrives.
Folios 288-289: enclosure with folios 258-259. A E Ellerman, President of Chamber of Commerce, Heligoland, 28 July 1810 to Lord George Stuart. Expresses the concern of Merchant Traders that the River Weser is not equally protected and that when the Navy Gun Brig leaves the river to take on fresh provisions, the merchant shipping in the area must either leave or put themselves under the protection of other vessels in the river, putting at risk their insurance for any losses.
