Asking for permission to replace Lieutenant [Hagen?] who has become too old and infirm to fully carry out impress duties requesting that due to his gallant service in the past he is found a more comfortable position. Declines Admiral Domett's suggestion of Lieutenent Mudge, with a brief outline of his reasons, and asks for another officer who does not live locally.
