States that HMS Spencer being One Hundred and Sixty Tons short of the quantity of Ballast, which she stowed last time she was commissioned and finding that she requires more weight to enable her to carry sail, as well as other Ships with which she has been in Company. He request direction be given that she be supplied with Fifty Tones more iron Ballast.
