Folios 252-253: John Simpson, HMS Tourterelle, Greenock. He returns the documents relating to William Quince who claims to be an American citizen and is aboard HMS Tourterelle as a supernumery. He includes a letter from the American consul at Glasgow and has agreed to his request to question William Quince in his presence. This has shown William Quince to be a slave who escaped from his Master and who now says that if discharged he would rejoin the Navy rather than return to slavery.
Folios 254-255: enclosed with folios 252-253. Letter dated 14 February 1804 by John Ichurrey, American Consul, Glasgow. He says that he has interviewed William Quince who is an American.
Folio 256: enclosed with folios 252-253. Letter dated 3 January 1804 by William Quince. He says that was a slave in America and that he is willing to be pressed into the Navy.
Folio 257: enclosed with folios 252-253. John Simpson, HMS Tourterelle, Greenock. Report dated 17 February 1804 on the state of the hired ship, Lord Forbes.
