Copy of a paper sent to Rear Admiral Sir James Saumarez with information gleaned from passengers of the packet Diana, recently arrived from Helvoet Sluys. Describes 5-7,000 French troops taking possession of the town of Helvoet from a squadron of transports under American colours, escorted by two French frigates, one Dutch and an American ship called the Providence. Reports the presence of the Dutch line of battle ships Chatham and Peter Paulus, and discusses the manning of Dutch ships with English seamen.
