Folios 8-9: William Shields, the Sea Fencibles, Harwich. Encloses [not present] a return of the Sea Fencibles under his command. Although the Admiralty's letter of 5 November directed Captain Mansell to discharge Robert Cooper, a Sea Fencible from Mistley, Captain Shields has been there and Cooper is still in custody on board the Beschermer, and his detention and that of two other men is causing ill feeling. Suggests they all should be discharged.
