Folios 1-2: William Shields, the Sea Fencibles, Harwich. Reports that Signal No 40 was made from Walton on the Naze Signal Station just before dark this evening.
Folio 3: enclosure with folios 1-2. Letter dated 16 November 1803 from Evan Nepean, First Secretary to the Admiral, to Admiral Lord Keith, Ramsgate. Secret. Encloses a letter from Captain William Shields, commanding the Sea Fencibles at Harwich.
Folios 4-5: enclosure with folios 1-2. Unsigned note saying that Signal No 40 signifies"Enemy's squadron appears to be ready or preparing to sail from the Texel."
