Covering letter for the enclosed [nor present] in case it should be necessary that Lord Spencer permission (which he has solicited) to stay a day longer here should assume an official form at Portsmouth where however Sir Peter Parker don't expect him till after he shall have seen you in town as he knows of his intention to ask a prolongation of leave for that purpose. The other enclosure [not present] ought to have been sent some time since but a change of Clerk and change of resident from the shore to the ship occasioned it being mislaid.
