Folios 208-209: Richard John Strachan, HMS Melampus, Guernsey. He has just arrived and found HMS Liberty there. Lieutenant McKinley had gallantly tried to take 2 luggers off Cherbourg which he chased under a battery. In the attempt some damage was done to the ship and some of the crew were wounded. Lieutenant McKinley is under orders from Sir Peter Parker to cruise off the islands and he has directed him to go to Jersey in case Captain D'Auvergne needs his assistance. Justifies his actions in doing so. He hourly expects HMS Syren from Plymouth. Yesterday off Alderney he fell in with neutral vessels some of which he suspects had naval stores for French ports but as their papers were in order he could not detain them. The only information he obtained was about the recent victory of the Austrians over the French which he supposes is already known. All the troops are ordered from Ostend and great consternation prevailed there.
