Folios 191-192: William Sydney Smith, HMS Diamond, off St Marion. HMS Sybille detained the Pomona American ship containing flour which she sent to Plymouth along with another American ship containing rice. He has spoken with many vessels with neutral bills supposedly going to the USA or Hamburg but he is sure they are going to France but he has let them go. Others say they are going to Guernsey under the control of someone in Boston or Hamburg but he is sure they are trading with England. He thinks they are things which can be easily smuggled such as laces and spirits. He does not feel able to stop them. Mr De La Motte a French merchant, who is the USA consul, is the biggest shipper of goods such as 817 cases of champaigne, bound for Guernsey.
