Description

Folios 145-146: Charles Rowley, HMS Eagle, off Fano. Advising that he has had a letter from his agent, W. Standest, dated July 1811, telling him his accounts for 1810 for this ship had been passed as correct but that an imprest had been made against him for the purchase of three vessels, the Delfino, Epervier, and Pylades - bought into the Service according to his 'most Secret' instructions from the Commander-in-Chief, Admiral Sir Charles Cotton. Gives an explanation of why and how he feels he has followed both his orders and the relevant General Printed Instructions in this matter, as the ships were not prizes and as Senior Officer at Malta he had been obliged to sign for the various bills. The matter of 'vouchers' has been raised, which he does not understand, and asks for explanation. Adds that he had understood no time should be lost in obtaining these vessels as the Oniion transport was at Malta, and the Eagle herself in quarantine. Further, asks that the imprest should not prevent his wages being paid, as he has his own charges to meet, but he has lodged a sum for security until the business can be settled.
