Folios 121-122: Wilson Rathborne, North Shields. Responding to Mr Barrow's query of 22 January, says that 'the person complained of', Johnson Reed, is a publican at Newcastle who has been employed during the war to raise substitutes for the Navy and for no other purpose. William Kirton is a seaman, not liable to impress because he has supplied substitutes. He seldom goes to sea and gets his living by informing against seamen, also he can neither read nor write. Kirton had recently been employed to raise substitutes for the keelmen, but proved unable to do so and they accordingly employed Johnson Reed instead, which Rathborne infers is the 'sole cause of his complaint'. Adds that Kirton well knows he (Rathborne) has instructed the lieutenant at Newcastle to pay attention to any information he gives him.
