Folios 194-196: Joseph Rowley, London. Gives his thoughts on the advantages of the conquest of the Isles of France and Bourbon [Mauritius and Reunion]. Comments on the suitability of Port Louis for repairs/ refitting of naval vessels and suggests the relocation of part of the Naval Establishment from the Cape of Good Hope. Lengthy observations on victualling, protection of trade ships, removal of naval vessels from Bombay during the hurricane season, commercial advantages, the state of the Portugese garrison at Mozambique, and precautions in case of an attack by the enemy.
