Folios 203-204: John Clarke Searle, HMS Spanker, Woolwich. Reports that the guns and parts for the floating battery under his command are now on board and fitting is nearly complete. She will be ready some time in the next week to go down river and take on the powder, and will then be ready for service. Gives assurance that he will exert all efforts to execute any orders given to him, but it is his duty to point out, as it involves the safety of many useful men, his view, and that of many other experienced Officers, that HMS Spanker is not sufficiently buoyant to safely cross The Channel. She would be almost unmanageable at sea, and could not ride in any Bay or Road exposed to the sea.
