Folios 459-460: Charles Rowley, 34 Wimpole Street, [London]. In addition to the statement given by the 1st Lieutenant of his ship regarding Andrew Swanson who is claiming his discharge as an American, says that he swore to being a British subject and claimed the protection of the British flag when in slavery at Constantinople in 1799 and obtained his release under that protection,. I trusts their Lordships will bot permit his discharge from the service which cleared him from slavery.
