Folios 238-239: Edward Row, Hartlepool. Following their instructions, he has visited the coast of Durham from the river Tees to Teignmouth Castle, and suggests that there are no more than 4 miles of coast upon which a landing could be made at mid-tide and the wind blowing from the land. When the wind blows from the sea, 2 places are vulnerable: Hartlepool, which could be protected by a few gunboats manned by Sea Fencibles, and Whitbourn Bay, sheltered by The Steel. The forts are in bad condition, and guncarriages at Sunderland are rotten.
