Folios 231-232: Edward Roe, Hartlepool. Encloses a copy of a letter which Mr Spearman, the addressee, had received from Lord Hobart and forwarded to him. It is regarding the enlisting of seafaring people in his volunteer corps. In the first part of the letter he is expressly forbidden to enlist men who may interfere with the Naval Department, whereas in a later section of the letter, Lord Hobart says it is not intended that anyone who has enrolled in the corps should be required to relinquish their engagements. Roe feels unable to proceed without further instructions.
Folio 233: enclosure with folios 231-232. Letter dated 30 July 1803 by Lord [Robert] Hobart, Downing Street [London] to [Mr G] Spearman. It is not intended that anyone who enrols in Spearman's Corps should be required to relinquish their engagements, so he requests a muster roll, in order that the Admiralty may give necessary instructions to the Officers. Spearman's zeal for the public service will induce him to discharge any of the men who might want to enter the Sea Fencibles.
