Description

Folios 327-338: Correspondence regarding state of efficiency and discipline of the Japanese Navy.

Encloses letter (folio 327): Vice Admiral Willes, Commander-in-Chief, China, dated 29 September 1881 to the Secretary of the Admiralty, submitting correspondence regarding the state of efficiency and discipline of the Japanese Navy.

Encloses letter (folios 328-338): J G Kennedy, HM Charge d'Affaires in Japan, Yedo dated 21 September 1881 to Vice Admiral Willes CB, Commander-in-Chief, China Station, enclosing a copy of a report marked confidential (folios 335-338) made by Lieutenant Thomas H James who spent long periods of time in the Japanese Navy.
