Reminds the Admiralty that they granted promotion to the First Lieutenant of HMS Donegal after action with the enemy off Santo Domingo, and that blank commissions were sent to Vice Admiral Lord Collingwood. As Lieutenant William Sanders is in London, asks if a duplicate of his commission can be sent to him.
