Description

Folios 148-207: Correspondence regarding the disestablishment of the Yokohama depot.

Encloses letter (folio 148): Admiralty (signed Evan Macgregor), dated 25 February 1888 to Vice Admiral Sir Nowell Salmon VC KCB, China, asking whether the coal depot at Yokohama could be disestablished and coal be procured through merchants as in case of war the coal at Yokohama would not be available. Also mentions that no addition is to be made to the staff of the Naval Establishment at Yokohama.

Encloses letter (folio 149): Nowell Salmon, Vice Admiral, HMS Audacious at Yokohama dated 19 June 1888 to W Dixon Esquire, HM Naval Depot, Yokohama, asking for the actual annual cost of maintaining the Naval Deport and the price at which Welsh Coal could be procured at Yokohama.

Encloses letter (folios 150-157): James W Dixon, Assistant Paymaster in charge, HM Naval Depot, Yokohama dated 30 June 1888 to Vice Admiral Sir Nowell Salmon VC KCB, Commander-in-Chief, reporting annual coast of Naval Depot and price of coals can be obtained at Yokohama and encloses replies from merchants regarding the supply of Welsh Coal to HM ships at Yokohama. Of these, M [Mastin?] (folio 154) declines to supply coal, agents from Jardine Matheson and Co (folio 155) decline to keep a large quantity in store without guarantee of the Admiralty and agents from Mollison and Co (folio 156) would supply if a guarantee is provided.

Encloses letter (folios 158-161): James W Dixon, Assistant Paymaster in charge, HM Naval Depot, Yokohama dated 10 July 1888 to Vice Admiral Sir Nowell Salmon VC KCB, Commander-in-Chief, respecting storage of Government coal etc. at Yokohama after enquiries have been made with M Mollison of Mollison and Co, the response of which has been enclosed (folio 161).

Encloses letter (folios 162-165): James W Dixon, Assistant Paymaster in charge, HM Naval Depot, Yokohama dated 10 July 1888 to Vice Admiral Sir Nowell Salmon VC KCB, Commander-in-Chief, marked Confidential, detailing arrangements that could be made regarding the supply of coal with M Mollison of Mollison and Co, during times of war. Further response of M Mollison has been enclosed (folios 164-165).

Encloses letter (folios 166-171): Nowell Salmon, Vice Admiral, HMS Imperieuse at Hirota Bay dated 29 July 1888 to the Secretary of the Admiralty, forwarding the information about the supply of Government coal at Nagasaki and Yokohama. This includes the estimated costs of both the present and proposed systems (folios 169-171).

Encloses memorandum (folio 172): Nowell Salmon, Vice Admiral, dated 18 December 1888 to the Secretary of the Admiralty, submitting the agreement with M Adams for storage of coal at Nagasaki.

Encloses letter (folios 173-175): Admiralty (signed Evan Macgregor), dated 7 December 1888 to Vice Admiral Sir Nowell Salmon VC KCB, China, informing of instructions regarding the future of the coal depots at Nagasaki and Yokohama.

Encloses letter (folio 176): Admiralty (signed Evan Macgregor), dated 13 December 1888 to Vice Admiral Sir Nowell Salmon VC KCB, China, containing amendments to the letter sent previously.

Encloses letter (folio 177): Nowell Salmon, Vice Admiral, HMS Imperieuse at Hong Kong ,dated 29 January 1889 to the senior officer, HM ships, Nagasaki, informing that the Admiralty will cease to buy and send coal to Nagasaki and a standing contract is to be entered.

Encloses letter (folios 178-179): [?], Manager, China and Japan Trading Company, Nagasaki, Japan, dated 19 March 1889 to Vice Admiral Sir Nowell Salmon VC KCB, China, asking for amendments of a possible contract to supply coal to HM ships. Includes a response to the Secretary of the Commander-in-Chief (folio 179).

Encloses letter (folios 180-182): Nowell Salmon, Vice Admiral, HMS Imperieuse at Hong Kong, dated 29 January 1889 to the senior officer, HM ships, Yokohama, informing that the Admiralty has decided to abolish the naval depot at Yokohama and supply coal via local contracts, templates of which have been attached (folios 181-182).

Encloses telegram (folio 183): Admiralty, London, dated 12 January 1889 to British Admiral, Hong Kong, instructing the Vice Admiral to make the necessary arrangements with contractor if contract made.

Encloses letter (folios 184-185): Admiralty (signed Evan Macgregor), dated 5 January 1889 to Vice Admiral Sir Nowell Salmon VC KCB, China, informing that another shipment of Welsh Coal will be shipped to Nagasaki in case the present stock in the naval depot should not last until a local contract has been made.

Encloses letter (folio 186): R B [Reighfe?], Secretary, HMS Imperieuse at Hong Kong dated 14 January 1889 to Messers Adams, Nagasaki, informing the company that another cargo of coal is on its way to Nagasaki and asking it to be stored with the terms of the present contract.

Encloses letter (folios 187-190): Admiralty (signed Evan Macgregor), dated 24 April 1889 to Vice Admiral Sir Nowell Salmon VC KCB, China, regarding the financial provisions of the labour provided at the Yokohama depot until is clearance and closing.

Encloses memorandum (folios 191-194): Nowell Salmon, Vice Admiral, HMS Imperieuse at Hong Kong dated 13 April 1889 to the Secretary of the Admiralty, submitting tenders for contract for coal at Yokohama for instructions as amendments to the contracts are likely necessary due to the objections raised. Encloses a table of tenders (folios 193-194) received for the supply of coal to Yokohama.

Encloses letter (folios 195-200): T Newham, Captain and Senior Officer, Japan Division, HMS Satellite at Yokohama dated 26 March 1889 to Vice Admiral Sir Nowell Salmon VC KCB, Commander-in-Chief, submitting the tenders (folios 196-199) that have been received (by the Brent Co and Mollison and Co) for the supply to HM ships of Australian Native and Welsh Coal at Yokohama. Folio 200 is a blank page.

Encloses letter (folios 201-203): Admiralty (signed Evan Macgregor), dated 18 July 1889 to Vice Admiral Sir Nowell Salmon VC KCB, China, supplying a new form where changes based on the previous objections have been made (folio 203). It also mentions that Nagasaki is to be considered the coal base in Japan for the Squadron.

Encloses telegram (folio 204): Salmon, Yokohama dated 30 September 1889 to Admiralty, London, asking whether to accept the lowest tender regarding the supply of coal to Yokohama. Reply on same telegram states to accept.

Encloses letter (folios 205-206): Admiralty (signed R D Awdry), dated 5 October 1889 to Vice Admiral Sir Nowell Salmon VC KCB, China, confirming that the lowest tender mentioned in the telegram should be accepted.

Encloses memorandum (folio 207): Nowell Salmon, Vice Admiral, dated 9 October 1889 to the Secretary of the Admiralty, submitting regarding the contract at Yokohama with Messers Jardine Matteson and Co for supply of South Wales coal.
