Encloses letter (folios 177-178): George O Willes, Vice Admiral, Commander-in-Chief, dated 2 May 1881 to the Secretary of the Admiralty, reporting on the state and importance of the defences at Hong Kong and Singapore. This includes a sketch of the suggested defences at Hong Kong [previously removed with reference MPI 492/7].
Encloses memorandum (folios 179-184): George O Willes, Vice Admiral, Commander-in-Chief, HMS Iron Duke at Hong Kong dated 11 January 1882 to the Secretary of the Admiralty, submitting Colonel Crossman's remarks (folios 180-184) on the suggestions on the defences of Hong Kong.
